Ideally internet would be provided by having computers that only do internet, and that use a central computer (cloud computing, internally). They would consist only of a screen, mouse/trackpad, keyboard, wifi antenna. They would be built with durability in mind. Durability could come from simplicity, using older technologies, and choosing good parts.

Providing everybody with Ipads could be a good, easier alternative. It might be necessary to prevent people from recharging their Ipad all at the same time.

Glassfiber is so cheap (total 40y pp cost as low as 64 eur) that it could be warranted to let a contractor lay a cable (budget: 1-10 million).
